Verify Email Address Before Approval - How to prevent user from doing it again if they are not approved?

So, using asp.net membership, I have it setup so that a user is not approved until they verify their email address.

But what if a user is causing trouble and I unapprove his account.  Then, how do I make it so that he can't just use that email to verify the email address and get the approval again?
