Using On-Premises Authority without ADFS

I am finally trying out VS 2013 and love the new template options when creating a new project.

But I have a question about On-Premises authentication.  From what I read, it requires that you have FS (Federation Server) set up in AD to use this option, but when you click "Learn more" and it takes you to the help page, it specifically states:

Choose this option if you want to enable authentication for user accounts that are defined in Windows Server Active Directory (AD), and you don't want to use Azure AD.  You can use this option to create an Intranet site or an Internet site. For an Internet site, use Active Directory Federation Services (ADFS) to provide access to AD.

This implies that for a Intranet site you don't need ADFS but just AD.  My domain admin are not willing at this point to set up ADFS so does that make this not even an option?

If we don't need to set up ADFS and can just use AD, how do I explain to my admin how to generate the metadata document?
