Two kinds of accounts

I'm new to Asp.net and trying to consider whether to use it in my project or not. I've played a little with Asp.net Core and MVC.

I've looked into the authentication and authorization system and it looks great.
The problem is that my app would have two kinds of accounts. First there would be master accounts which would be similar to the normal accounts in asp.net.
Then every master account could create sub accounts which would not have email. They would only have username and password. The master account could manage his own sub accounts and set what they're allowed to do.

There would also be admin accounts which are allowed to do anything.

I think that this would be possible with roles. I've looked for an answer but I'm not sure if this can be done easily.
Is it possible?
